The Adobe Creative Cloud plan that you choose - if you choose to pay - may provide you more storage. But a basic free Creative Cloud membership is going to give you 2 gigabytes of free cloud storage in your Creative Cloud folder.

If you downgrade, you should be able to access your Creative Cloud folder. If it's over 2GB, though, you'll risk losing access to your creative projects. So back up everything before you downgrade.

Can I get free Adobe Creative Cloud access to Adobe Photoshop?

Unfortunately, at this time, a completely unlocked version of Adobe Photoshop is not available to free Creative Cloud membership tiers. You'll have to pay to fully unlock Adobe Photoshop, Adobe XD, Adobe Lightroom, and other apps.
